then open Skype and follow these:

Tools>Options…>Advanced>Connection
uncheck the tick box
Use port 80 and 443 as alternatives for incoming connections

then restart Skype and WAMP

WAMP should be running fine after the above

It might be the case that you are a secretary and need to sign on behalf of your lazy boss (for example).
The ‘PP’ stands for ‘per procurationem’ which is latin for somebody else’s behalf.
